Abstract. Methodology diagnostic competence of personnel performing the objective function of strategic competence planning for key personnel provision of innovative enterprises, including the development of competency models, evaluation of personnel in compliance with the competence model and development of a program of personal development of employees. At the same time in the development of diagnostic techniques of self-developing staff competencies, self-organizing systems must consider not only professional and personal competence and qualification, but also behavioral.
