The material examines modern approaches to ensuring the effectiveness of regional strategies for coastal regions based on the use of sectoral economic policy. The influence of economic policy in the fisheries complex on regional strategy and the effectiveness of state policy to ensure sustainability is considered. The main attention is paid to the areas of economic policy that directly affect sustainable regional development, with additional consideration of technical progress, changes in the environment and management methods. Clusters are considered as the main institution ensuring the relationship between economic policy and strategy.

The article is devoted to the development of integration processes in the industry of the Donetsk People's Republic. The article presents a set of tasks, the implementation of which will contribute to the development of institutional conditions for the implementation of the most demanded organizational forms of network partnerships – «triple helix» and clusters.
