The national project "Ecology" is one of the most important national projects in our country, the practical implementation of which began in 2019 and this project will be completed in 2024. In the process of the practical implementation of this national project "Ecology", the authorities and administrations carry out environmental control, environmental monitoring and environmental impact assessment. The authors of the article investigated the most important issues and problems of environmental impact assessment as a function of environmental control, such as the inconsistency of certain provisions of regulatory legal acts relating to environmental impact assessment; the process of state ecological expertise of strategically important projects; ignoring systematization when determining the list of objects of environmental competence; conducting a public environmental audit, etc. The authors believe that despite the fairly high level of development of this tool, there are many problems in the legal field of environmental expertise that can impede the achievement of the goals proclaimed during the creation of the institute of environmental expertise, and can also adversely affect the effectiveness and efficiency of the implementation of the national project "Ecology".
