The article substantiates the feasibility of using territorial marketing, strategic and project management in state and municipal government to achieve national goals and strategic development goals, approved by Decree of the President of the Russian Federation of May 7, 2018. Using the development of marketing strategies for territorial management as an example, the advantages of the ADVANTA project management system for introducing a project approach in territorial management are considered.
The empirical possibilities of the resource approach to the study of factors that increase the effectiveness of the educational activity of the school are presented. The emphasis is on the problem of identifying the personal resources of teachers and leaders. The results of the study of the style of self-regulation of teachers and heads of educational organizations with the status of "schools with low educational results" are presented. It was revealed that the problem area in the manifestation of the regulatory and personal properties of the self-regulation system is associated with a low level of expressiveness of teachers' independence, and the point of "growth" is the cognitive-regulatory components of self-regulation of both teachers and managers (first of all, the planning function).
The results of the analysis of the experience of using project management by the Government of Moscow, including those under the leadership of Yu.M. Luzhkov, who was one of the first leaders to comprehensively implement both the target-oriented and project-based approaches on the territory of Moscow. It was the innovations in the management of the socio-economic development of the metropolis that made it possible to bring it out of the systemic crisis after the collapse of the USSR. And today, the city administration actually unites the implementation of state programs and participation in National projects at the regional level. The costs of implementing regional projects in Moscow are not stand-alone costs, and activities for nine national projects are built into the structure of government programs.

The article considers the project approach as a means of forming professional self-determination of high school students in a dynamically changing labor market. The necessity of transition from traditional information forms of career guidance to active project activity is substantiated. The theoretical foundations of the project approach, its pedagogical functions and the possibilities of influencing the development of students' professional interests are revealed. The experience of implementing a career guidance project is presented and the results of its impact on the level of awareness of professional choice of schoolchildren are analyzed. Special attention is paid to the development of universal competencies of students in the process of project activity and the formation of readiness for professional self-determination in the context of digitalization of society.
