Municipalities in the Russian Arctic face a dilemma: adopt flexible open-source GIS orы invest in costly but legally compliant domestic platforms? This study compares QGIS, Panorama GIS, NextGIS, and 2GIS API against five criteria: cost, offline capability, security, GOST compliance, and Arctic readiness. The findings indicate that Panorama GIS is indispensable for cadastral operations, while QGIS and NextGIS are optimal for environmental monitoring and field data collection. The proposed hybrid approach is currently being tested by the Yakutsk City Administration. The Institute of Mathematics and Informatics, NEFU, has been using QGIS for permafrost monitoring since 2018 – this experience informed our analysis.
