The article studies the problem of information technologies application to negotiation processes of an organization. To fulfill these tasks, an information system is developed that will work with e-auctions, and also serve as an intermediary between the organization and city administration. The authors draw the conclusions that it is necessary to introduce the information system into organization's practical activities.

The article reveals the peculiarities of the preparation and organization of the international negotiation process. The article examines the legal nature and conditions of pre-contractual liability, including unfair behavior of the parties at the negotiation stage, as well as the consequences of violating these conditions.
